White-collar crime and corruption

White-collar crime and corruption not only cause high financial losses, but also damage confidence in Liechtenstein's financial and business center as well as the state authorities. Furthermore, they call into question the principle of fair competition and equal treatment.

Employees of companies, employees of state and municipal authorities or citizens often become aware of criminal behavior in their professional or social environment. However, for fear of professional or private reprisals, these findings are often not reported to the criminal prosecution authorities.

The National Police have responded to these worries and concerns by introducing a whistleblower platform secured with state-of-the-art technology for the submission of both open and anonymous suspicious activity reports - the Business Keeper Monitoring System Incident Reporting (BKMS®).
 

Human trafficking

Human trafficking is a serious violation of human rights and a classic organized crime that is extremely difficult for law enforcement authorities to prosecute. Victims of human trafficking are in a relationship of exploitation and dependency, which is why reporting the crime puts them and their relatives at great risk in their home country.

Due to the design of the existing reporting system, information can be provided anonymously. This lowers the inhibition threshold for reporting and protects the reporting persons and their environment from possible reprisals.
 

What is the BKMS®?

The BKMS® is a web-based system from EQS Group AG, which you can use to submit reports on various topics. The system protects you as a whistleblower by offering not only the possibility of anonymous reports, but also anonymous follow-up communication with the National Police.

The system

  • guarantees your anonymity technically,
  • ensures your anonymity despite dialog,
  • is certified,
  • is not an e-mail system,
  • runs on a server in a high-security data center,
  • encrypts all channels and messages,
  • and does not collect any personal data.
     

Which reports can be submitted?

The state police use the BKMS® for white-collar crime, corruption and human trafficking. You can submit reports on the following areas (focal points):

  • Money laundering
  • Terrorist financing
  • Economic offenses
  • Corruption offenses
  • Trafficking in human beings
     


Information on other areas of crime cannot be reported via this whistleblower system. The system is not maintained by the National Police around the clock, so it is not possible to make an emergency call.

In emergencies or dangerous situations, please contact the National Police emergency number 117.


Why should a report be made?

White-collar crime, corruption and human trafficking are characterized in particular by the fact that the perpetrators are highly secretive and act in a conspiratorial manner. Criminal structures can only be broken up if people willing to give evidence support the National Police.

You can protect yourself by remaining anonymous when you make a report, while at the same time helping to uncover criminal behavior and thus helping to strengthen our constitutional state. With your help, criminal activities can be uncovered at an early stage, perpetrators identified and further damage averted.
 

How does the system work?

As a whistleblower, you can submit a report worldwide and around the clock. All you need is a computer, smartphone or tablet with Internet access. Although your anonymity is protected, you have the option of communicating with specialized investigators from the National Police via the system.

When using the system, no IP address data, time stamps or other metadata are logged. As long as you do not state your name when submitting a report, communication is - technically guaranteed - completely anonymous. However, we would like to point out that you must ensure that no conclusions can be drawn about your identity when communicating.

The system has been certified several times in the areas of protecting the anonymity of the whistleblower and data encryption.
 


The protected mailbox

By setting up your own protected mailbox, you will receive feedback from the specialized investigators of the state police, be able to answer questions and be informed about the progress of your report - despite guaranteed anonymity!

is not linked on the police homepage. You must copy it into the address window of your browser.
 

 

Who manages the BKMS®?

The system is maintained by the National Police. The server is located in a high-security data center of the highest security class. Only specialized and authorized employees of the National Police have access to the reports and data; access by EQS Group AG or third parties is not possible.

In the event of reports, the National Police will initiate the investigation itself and coordinate further steps with the Liechtenstein Public Prosecutor's Office.
